Zoning Board Affirms Cease-and-Desist Orders on North Quincy Street

Zoning Board · Meeting of September 10, 2026

Abington Zoning Board upholds cease-and-desist orders on four North Quincy Street lots. Vice Chair Robert Manning presided as the board voted unanimously to affirm Zoning Enforcement Officer Nick Jenks's June 8 orders against Pro Realty LLC and VHC Realty Trust, rejecting attorneys' requests to pause enforcement while eviction suits against "problem tenants" proceed. Attorney Jeff Katzenstein said Pro Realty, managed by Victor Cimino III, is pursuing eviction on lot 7 and has special-permit rights only on lot 10; attorney Sean Murphy said VHC Realty Trust has filed nine eviction actions with an October trial date.

Manning said it "behooves me as the vice chairman to speak on behalf of the town that it's important that we enforce the rules." Elsewhere, the board capped a proposed Bank Street chicken coop at eight birds and approved an accessory dwelling unit on Birch Street. Town counsel also briefed the board on a new state "practical difficulty" variance standard.
